Investment and Regeneration
The Investment and Regeneration team deal with all the major investment projects on DGHP's existing homes and also building all the new homes across the region. There are two heads of service for these departments but there is considerable integration between the two. The technical team work mostly under the Investment department but provide the majority of services to the regeneration and new building department.
The procurement of the investment works has moved to large scale projects such as the bathrooms (£22m) and central heating (£10m) contracts and it is evident that the larger scale contracts have produced economies of scale. This type of volume procurement has also meant that staff have been able to be more productive and supply services on the new build programme. Annually, until 2013, the budget is in the region of £14-20m to deal with the significant upgrading requred for the existing stock. After 2013 the budget for investment drops to £10-12m per annum.
The regeneration team is a new part of the business established after stock transfer and has been very successful to date gaining over £50m of public subsidy to build new homes for the period of 2006-2010. In 2011/12 it is estimated that the spend profile for the team will be over £30m creating the largest budget for DGHP to manage.
The procurement of projects are mostly under a traditional procurement where DGHP can maintain control through a design team from inspection to completion of a project. There are a few Design and Build projects as a result of land ownership.
As a result of being approached by a number of other Housing Associations, DGHP applied in October 2009 to be accredited by ISO certification and achieved this status in January 2011. ISO 9001 is an internationally recognised standard for quality management systems and can be seen in large scale industrial process. In our case, it covers the detailed management involved in achieving an investment or development projects, from its inception through to completion.
The outstanding performance of the Investment and Regeneration Team has resulted in DGHP being shortlisted for and gaining several prestigious awards during 2009/10, for example:
